HRD assumes significance in the context of the fast changing organizational environments, and the need for the organization to adapt itself to keep abreast of the environmental changes. Training is one of the widely used mechanisms of HRD that helps the organization to get the most from their human resources, by developing a resultoriented culture throughout the organization. HRD plays a pivotal role in improving human relations, developing congenial organizational climate and also in maximizing the employees contributors. These result in the attainment of the organizational goals in a scientific manner. The publication on HRD Climate in the India presents a comprehensive coverage of various facets of HRD in a public sector enterprise dealing with Power generation in Andhra Pradesh. The enterprise where HRD Climate has been examined a Vijayawada Thermal Power Station (VTPS). Ibrahimpatnam. The Study deals with the entire gamut of the HRD general climate prevalent in the organization, and also focuses on HRD climate on specific aspects covered by OCTAPACE, and implementation of HRD mechanisms. Training and development, and related aspects have been covered in depth. Two hypotheses which have been proved positive using Likert scaling technique based on the responses of a cross section of 370 employees of the organisation are (i) positive and proactive HRD general climate, good OCTAPACE culture, and implementation of HRD mechanisms improve the efficiency of the organization in terms of improved productivity and performance. (ii) There is no significant variation in the views expressed by different categories of employees towards various dimensions of HRD climate general and specific. Overall, VTPS has a very high level of conductive HRD climate. OCTAPACE culture is at a high and desirable level in the organization. The implementation of HRD mechanisms is also at a desirable level. The study identifies through empirical analysis certain areas where improvements are needed and suggest action for further development of HRD climate. The publication identifies scope for further research on HRD in public sector enterprises, including power generating stations.
