  • NICMAR:

Contract labour, labour contracting, outsourcing, business process outsources are no longer legal and national issues: they are becoming hardcore business decisions in rapidly globalization economies. WTO has added to the existing stalemate - if one may say so. One comes across aggrieved labour in India as well as the USA, U.K. and Singapore.

Contract labour is a form of relationship on the boardline between commercial and labour interests. In the prevailing socio-economic scenario, it has to be considered in their wider connotations - legal, social, political, international relations etc. It is not just a matter of regulating a phenomenon, but more striking a balance between various issues, implications and interests. The book under review has an approach which fits into the aforesaid framework. It looks into the making of genuine contracting arrangement, how the statutes seek to protect contract workers etc.

The companion volume presents the Rules and Regulations framed by 15 State Governments under the Contract Labour (Regulation and Abolition) Act, 1970.The systematic treatment of the subject coupled with a lucid style makes for an easy understanding of the various provisions of the Act and Rules framed thereunder. This book is primarily targeted on labour lawyers, judiciary and labour departments. But it also makes a useful addition to the research and reference libraries of engineering, business management and social sciences institutes. Students of law and personal management and those engaged in the issues arising out of economic development and liberalization would find this book of immense value.

  • Lawteller:

The present meticulous work delves into the fundamentals of the 'employer-employee' relationship in terms of Contract Labour. The book has been authored keeping in mind the work conditions of poor labour which is the most exploited class in India and aims at providing social security to it necessary for its sustainance. The book is broadly divided into four parts with exhaustive coverage on the subject Part I deals with concepts of employer, employee & independent contractor; Part II deals with trends, bargains, attitudes, opinions & polices; Part III deals with protection of contract labour by expanding 'employee' & 'employer' concepts and by framing specific enactment for the purpose. A companion volume containing the States Rules under the Contract Labour Act is available free alongwith the main volume thus making the present work quite reasonably priced. The learned author deserves compliments for this excellent treatise.
